NCAC STR Subcommittee Public Meeting

This meeting will be an open forum to gather feedback on a wide variety of STR topics including enforcement, limits, commercialization, and livability. Please see the agenda for more details.

Thoughtful participation is encouraged as we open up the dialog to consider recommendations the NCAC can make to Tillamook County regarding updating rules & regulations for STRs in Neskowin.

3) OPEN FORUM 

The NCAC is looking forward to hearing what everyone has to say about STRs in Neskowin. It’s important for all voices to be heard.  This is an opportunity for members to freely speak & express thoughts related to STRs.  Each member will have up to two minutes to speak.  Please raise your hand virtually to signal that you’d like to speak.  Please do not interrupt or argue with members & we will all benefit from a respectful dialog. Please speak of your direct experiences without naming neighbors.  Thank you everyone for keeping it polite - We’re all volunteers here!

DISCUSSION OF VARIOUS IDEAS TO SOLICIT COMMUNITY FEEDBACK

  • LIMITS

    • PERCENTAGE CAP LIMIT OF STRs

    • MAXIMUM OCCUPANCY: Limit 2 per bedroom + 2? Limit total max? 

    • LIMIT ANNUAL NUMBER OF NIGHTS RENTED

  • DIALOG ON COMMERCIALIZATION ISSUE 

    • Do we differentiate between larger & smaller homes?

    • Do we differentiate between homes owned by families vs investors?

    • How is this feasible within legal guidelines? 

  • ENFORCEMENT

    • Encourage neighbors to contact the owner & then county hotline if no response or no resolution - 833-566-9442     Code Enforcement Form

    • Helpful recommendations to the county for making code enforcement more effective? 

  • PARKING

    • Limit on-street parking to 1 vehicle? (Currently limited to 2 on street)

    • Should there be a total max for parked vehicles? Tie parking to bedrooms instead of sleeping areas? Currently 1 spot per sleeping area + 1 additional spot.  If sufficient off street not available then on-street limited to 2 vehicles currently.

  • TRASH

    • Encourage or require bear resistant trash cans?

    • Encourage Tillamook County to contract with a Recycling Company to provide curbside recycling?

  • NOISE

    • Current ordinance is vague - Would it be helpful to define a limit of decibel level from a certain distance within quiet hours? 

    • Prohibit amplified sounds during quiet hours?
